Survey on satisfaction of communities with engagement in Global Fund Funding Request development in W7

The Key Performance Indicator (KPI) C1 survey dedicated to measuring satisfaction of communities with engagement in the Funding Request development process (for countries that submitted in W7: Bolivia, Colombia, Ecuador, Georgia, Guyana, Honduras, Kazakhstan, Peru, Serbia, Multi-country HIV Caribbean, Multi-country HIV Latin America, Multi-country HIV WCA, Multi-country HIV MENA Key Populations, Multi-country Malaria Southern Africa) is now live!
The KPI C1 marks a significant step in our commitment to prioritize community leadership in addressing HIV, TB, and malaria. This indicator aims to measure community satisfaction throughout the grant cycle, emphasizing the voices of those most affected by these diseases.
To measure this, the Community Engagement Satisfaction Survey was launched, designed to comprehensively measure satisfaction across three key grant stages, aligning with our commitment to promoting and enhancing inclusive and sustained community involvement. Please note that this survey is to measure the first stage: the Funding Request Development stage. (Further surveys for the W4-7 grant making and W1-7 grant implementation will be launched later this year).

What is KPI C1?
The Global Fund’s new strategy aims to prioritize community engagement and leadership for those most affected by HIV, TB, and malaria. In recognition of the criticality of this, the Board approved the development of the first Key Performance Indicator (KPI) which would measure the level of sustained community engagement across the Global Fund grant cycle: KPI C1 will measure the ‘satisfaction’ of communities with engagement across the grant cycle using an annual survey based around the minimum expectations for community engagement namely:
1. Funding Request and Allocation Letter: A transparent and inclusive consultation process with populations most impacted by HIV, TB and malaria (across Gender and Age) during FR development resulting in an Annex of Funding Priorities of Civil Society and Communities Most Affected by HTM as an output;
2. Grant Making: Community and civil society representatives on the CCM have timely access to information on status of grant negotiations and changes to the grant to support their involvement in oversight; and
3. Grant Implementation: Community and civil society representatives on the CCM have timely access to information on program implementation.
KPI C1 responds to multiple assessments which have shown that community engagement across the full grant life cycle remains variable with weaknesses more pronounced during grant making & implementation oversight as well as the historic under-representation of communities most affected by HIV, TB and malaria in Global Fund processes, and to track the progress being made in this area.
