Community Engagement Technical Assistance Program

The Community Engagement (CE) Technical Assistance (TA) Program is one part of a US$14 million Community Engagement Strategic Initiative approved for the new phase of the implementation by the Global Fund in 2022. The objective of the community engagement strategic initiative (CE SI) is to strengthen the engagement and leadership of communities most affected by HIV, tuberculosis (TB) and malaria in Global Fund and related national processes.
The current 3-year phase of the Global Fund CE TA Program will be implemented till December 2026. This Program is aimed to provide short-term peer-to-peer technical assistance on human rights, gender, community responses, community systems strengthening and other related areas to strengthen the engagement of civil society and communities across the grant cycle and priorities in Global Fund-related processes.
Important! EECA countries that have active HIV and/or TB Global Fund grants and are currently eligible for CE Technical Assistance: Armenia, Azerbaijan, Belarus, Georgia, Kazakhstan, Kosovo, Kyrgyzstan, Moldova, Montenegro, Russia, Serbia, Tajikistan, Turkmenistan, Ukraine, Uzbekistan.
The Community Engagement Technical Assistance Program provides support to civil society and community organizations to ensure their meaningful engagement in the Global Fund model. In particular, CE technical assistance is available in three main areas of work:
Situational analysis and needs assessments
Engagement in country dialogue processes
Supporting design and implementation arrangements
Some examples of technical assistance requests include:
Support to design, plan and implement a consultation process to identify key population priorities for HIV funding request development
Designing and budgeting for community systems strengthening programs as part of the grant-making process
Engagement planning to strengthen participation of communities in Global Fund processes
Refining or validating tools that support community engagement in Global Fund-related processes
Proactive, peer-led community engagement support to civil society and community in sustainability and transition planning

Nineteen (19) community and civil society TA providers have been pre-qualified as technical assistance providers for the 2024-2026 implementation period. These organizations were selected through an open and competitive tender process, to ensure providers have a strong track record and relevant expertise in relation to human rights, gender, equity, key populations, and community systems and responses. Technical assistance providers are selected in line with the specific requirements of each technical assistance request.

The Program currently does not support:
Strengthening Country Coordinating Mechanisms
Long-term capacity building of civil society organizations
Development of stand-alone tools that lack a focus on community engagement
Funding request writing
Direct service provision
Technical assistance can be requested at any stage of the Global Fund funding cycle: funding request development, grant-making, grant implementation and oversight, including reprogramming. In addition, technical assistance can be requested to support engagement in the development of National Strategic Plans (NSPs) or similar key processes.
The short-term nature of technical assistance foresees that community experts can be deployed for approximately 30 days over a period of up to three months.

Services for migrants and refugees from Ukraine – HIV/TB care with a focus on key populations
