Technical Support for Civil Society and Communities Participation in Global Fund related Country Dialogue Processes in 2020 – 2021

In June this year, the Global Fund announced the submission deadlines for the windows 4 – 6 in 2021 and subsequent Technical Review Panel meetings.

The next EECA countries are expected to submit their funding requests in 2021: Armenia (HIV and TB), Belarus (HIV/TB), Georgia (HIV and TB), Montenegro (HIV) and Serbia (HIV). Thecivil society and communities’ representatives in these countries should clarify with their CCMs or the Global Fund country team members regarding the exact window the country is expected to submit the funding request in 2021.

The process of developing funding requests for the relevant disease components in these countries should begin in the nearest future, if not started yet. Development of the application content should be part of a country dialogue process in which civil society organizations, key populations and communities should be able to participate constructively and effectively, proposing and advocating for the inclusion of the priority for them components of HIV\TB responses into the applications.

In this regard, representatives of communities and civil society from these countries, who believe that their participation in the country dialogue and the development of new applications is not meaningful enough are able to use the technical support available through the Global Fund Communities, Rights and Gender (CRG) Technical Assistance Program. Ensuring the civil society, key populations and communities have the opportunity to effectively and meaningfully engage in country dialogue processes and to advocate for the inclusion of community, rights and gender related and based responses is one of the objectives of this program!

Examples of the TA may include:

  • Supporting community caucusing.
  • Strengthening knowledge on the Global Fund model of work.
  • Training and mentoring for funding request writing representatives.
  • Translation and consolidation of community sector inputs for submission to CCMs and writing teams.
  • Training on effective programming, advocacy and legal literacy for the purpose of funding request preparation.
  • Facilitation of funding request review

It is recommended to submit the requests for proposals to the CRG TA Program as soon as possible, preferably in September – early October, as the process of reviewing the requests and organization of TA provision could take some time (not less than 1 – 2 months). Also, it should also be taken into account that the current phase of the Technical Support Program ends in December this year and requests received at the end of the year may be postponed until a new phase of the Program starts in 2021.
