Highlighting technical assistance provided within the Global Fund’s CE TA Program in 2024

The community engagement strategic initiative offers short-term technical assistance to communities most affected by HIV, TB and malaria, so they can meaningfully engage in Global Fund and related national processes. Community and civil society organizations and groups can request technical assistance at any time throughout the funding cycle.

Here are couple of examples of such TA provided in EECA in 2024.

Serbia
The request for the TA available with the Global Fund’s CE T Program was developed and submitted in February 2024 by TOC – Association for Sustainable Communities Development and was coordinated with a number of the local partner organizations and CCM. The purpose of the requested and provided technical assistance was to support the meaningful involvement of civil society and communities’ representatives into the country dialogue process for developing Serbia’s HIV funding request for grant cycle 7 (GC7). TA was provided in May 2024 – August 2024 by PAS Center (Moldova). As a result of the TA provided the Annex of Funding Priorities of Civil Society and Communities was developed. Out of 30 prioritized by civil society activities 18 (60%) were included in the final version of the funding request submitted to the Global Fund in February 2025 while additional 5 were included into PAAR.

Turkmenistan
The request for the TA available with the Global Fund’s CE TA Program was developed and submitted in March 2024 by colleagues from UNDP office in Turkmenistan and was coordinated with the Ministry of Health and Medical Industry of Turkmenistan, National Red Crescent Society and CCM. The purpose of the requested and provided technical assistance was to conduct an assessment of gender barriers for access to TB services in Turkmenistan based on the Stop TB Partnership methodology and provide recommendations for improving gender equality in the TB response. TA was provided in April-July 2024 by PAS Center (Moldova). As a result of the TA provided the qualitative assessment of community participation, human rights and gender perspectives in the context of tuberculosis in Turkmenistan was conducted, report on its results developed together with the Costed action plan to remove or mitigate gender and legal barriers related to TB services access in Turkmenistan for 2025 – 2027 period which is currently being successfully implemented.
