In Grant Cycle 8 (GC8), the Global Fund emphasizes five strategic shifts to support sustainable program design and prepare for effective transitions towards increased self-reliance.
From an operational perspective, the Global Fund introduces various application approaches, to support high quality applications across varied country and funding contexts with corresponding differentiated submission pathways. These include fewer requirements and streamlined investment guidance to further simplify completion. The aim is for informed reviews and effective decision-making whilst balancing the level of effort and information sharing.
The new application approaches and submission pathways are managed through the Global Fund’s Partner Portal, an online platform that facilitates interactions between Country Coordinating Mechanisms (CCMs1), Principal Recipients (PRs) and the Global Fund Secretariat, improves visibility, and enhances the completeness and quality of submissions.
Three main GC8 objectives:
- Support strategic shifts to increase sustainable program design and support effective transitions.
- Enable quality applications and promote the timely grant signing within compressed 2026 timelines.
- Facilitate Online submissions and improved data quality through the Partner Portal.

Services for migrants and refugees from Ukraine – HIV/TB care with a focus on key populations
Due to the increasing flows of refugees from Ukraine because of Russia’s invasion of Ukraine, the EECA Regional Platform created a spreadsheet to fill contacts details of face-to-face and online services for refugees and migrants (with a focus on HIV/TB care and key population groups).

This web-resource is a part of new regional communication and coordination project “Regional Civil Society and Community Support, Coordination and Communication Platform - EECA”, implemented by Eurasian Harm Reduction Association (EHRA).
