The Global Fund issued the Request For Proposals: Implementation support in Breaking Down Barriers countries to reduce equity-, human rights- and gender-related barriers to services (2024-2026).
The RFP is looking to build a large roster of TA providers across the 24 BDB countries and the 27 eligible malaria portfolios, to support implementers of programs to reduce human rights- and gender-related barriers to services (and equity for malaria), as well as supporting the enabling environment and the broader human rights approach across eligible countries, in alignment with the 3 x human rights and HIV/TB/malaria technical briefs.
There are 2 EECA countries among the 24 BDB countries: Kyrgyzstan and Ukraine.
Component A – BDB Countries:
- National TA providers will be selected for each Breaking Down Barriers country. They must be based in that country and willing to travel within that country during the implementation period (2024-2026). Bidders must demonstrate relationships and experience in the selected country. Bidders must have fluency in the national language of that country, and a good working knowledge of English
- Multi-country TA providers will be selected to provide additional support in- and across- Breaking Down Barriers countries. There is a preference that Multi-country TA providers are based in one of their selected countries, and be willing to travel to all selected BDB countries during the implementation period (2024-2026). Bidders must demonstrate relationships and experience in the selected countries or across the BDB cohort. Bidders must have fluency in either English, French, Spanish, Portuguese, Russian and/or Ukrainian according to the selected countries, and a good working knowledge of English.

Services for migrants and refugees from Ukraine – HIV/TB care with a focus on key populations
Due to the increasing flows of refugees from Ukraine because of Russia’s invasion of Ukraine, the EECA Regional Platform created a spreadsheet to fill contacts details of face-to-face and online services for refugees and migrants (with a focus on HIV/TB care and key population groups).
If you provide such services or know verified providers, please fill out the spreadsheet at your earliest convenience, and, please, update it as more verified information is available. These can be services for national citizens if they are also accessible to international migrants and refugees.
