The Developing Country NGO (DCNGO) Delegation has published a detailed report on the outcomes of the 55th Global Fund Board Meeting.
Key agenda items covered include country transition, operating expenditure (OPEX), the new non-Global Fund financed procurement (NGFPM) policy, the Executive Director selection process, governance effectiveness, the approach to evidence and learning, and Global Fund–Gavi collaboration.
The Delegation noted that the meeting took place at a pivotal moment: countries are completing the final year of GC7 amid shrinking international financing and growing pressure on health systems. During GC8, 61 disease components across 35 countries will receive their last Global Fund grants. The DCNGO called on the Board to ensure differentiated approaches to transition — particularly for countries with criminalised settings, fragile contexts and growing epidemics, where community systems and key population services remain essential.
